You have entered the nerve gateway for an alliance of Historically Black Colleges and Universities / Minority Institutions (HBCU / MIs) whose objectives are to “Deliver the goods”, put students to work in productive research projects, assist applicable industry entities and/or public sector agencies with improving efficiency and effectiveness in carrying out their missions, while strengthening each institution’s technology base and sharing resources.”

The focal point for this alliance is referred to as the “HBCU/MI Project Office (HPO)”. The HPO is your one-stop shopping center for providing HBCU/MIs seamless innovative research, development, modeling, simulations, prototyping, virtual education, certification training, informational delivery, and on demand services to industry, government, and other clientele seeking educational opportunities in an any-time and any-where environment.

Internally, the HPO operates a satellite network of HPO Collaborative Incubator Centers (HCICs). The HCICs use the Small Business Innovation Research Program (SBIR) model in meeting objectives by promoting partnerships of HBCUs and small businesses. Innovation and innovators thrive in both research institutions and small businesses; but, the expense of conducting comprehensive R&D efforts and other services are beyond the means of many HBCUs. With the Federal Government reserving a specific percentage of Federal business and R&D funds for the HCICs, HBCUs, in partnership with designated small businesses, are able to compete on the same level as larger businesses and research institutions. Funding is critical for the start-up and developmental stages of HBCU R&D efforts. The HCICs will help HBCUs in the commercialization of their technological research products or services as part of its proposal. The HBCUs then develop a business plan that builds on their training, mentor support and/or research plan, while awarding HBCU/MI credits to Federal Government and other customers/clients.
